Monitoring & Evaluation

The principle scope of the project Monitoring and Evaluation (M&E) component of the Program is to examine and review performance, and to evaluate and report on how effectively, efficiently and timely the projects are moving towards achieving Program development objectives. Substantiation of the assessments uses data and information deduced from baseline surveys, special studies, regular monitoring formats and evaluations carried out by the Program.

M&E of the MWSIP has four distinct objectives. These objectives aim to:

  • Monitor performance of the projects with respect to scheduled targets of annual work plan and budget;
  • Evaluate output, outcome and impacts to assess the effectiveness and efficiency of project interventions
  • Provide a basis for decision making on necessary amendments and improvements for the Program implementation plan
  • Foster accountability and transparency of resources used; and document, provide feedback on lessons learned and dissemination of results among program stakeholders

The Design and Monitoring Framework (DMF) set up at the beginning of the Program is used as a basis for assessing the Program’s performance using results indicators. A mix of tools is used to gather information for the DMF, which will be applied continuously throughout the lifetime of the Program.

As an integral part of the Program M&E, periodic progress reviews are conducted at different time intervals, such as monthly, quarterly, bi-annually and annually.

The data and information collected through various information-gathering tools adopted by the M&E system is linked to the Management Information System (MIS) and the Program Performance Management Evaluation System (PPMES) for monitoring and evaluation and to produce various reports to aid decision makers in managing the Program effectively.
