The North Western Province Canal Project (NWPCP)

NWPC is to divert Mahaweli water to the northern part of the North Western Province of Sri Lanka. The project is to feed the upper Mee-Oya catchment and Hakwatuna-Oya by conveying 130 million cubic meters (MCM) of water annually. The main aim of the NWPCP is to provide sufficient water for the target irrigable area in the province. NWPC will feed eight major tanks and nearly 300 minor tanks in the Province. MWSIP has estimated the cost of the Project at some LKR 16000 million. The period over which the project will be implemented is 2016-2024. The office of the Project Implementation Unit (PIU) is situated in Kurunegala.

- Augmentation of the existing cascade (including more than 300 minor tanks and 8 major tanks) by transferring Mahaweli water to the northwest.
- Irrigation of more than 12,000 hectares of land for agriculture in both Yala and Maha seasons.
- Facilitation of access by the local people to safe drinking water that can minimize the occurrence of Chronic Kidney Disease (CKD).
Constructions
- A new sluice for Wemedilla reservoir.
- 23.5 kms of the canal from the reservoir to Mahakithula tank.
- Water conveyance structures and an 8.6 km left bank canal from Dambulu Oya to Wemedilla reservoir.
- Mahakithula reservoir. (new construction)
- Mahakirula reservoir. (replacement of existing dam)
- Connect the Mahakithula, Mahakirula, and existing Mahadambe tanks by constructing a 3.6 km long concrete canal.
- 21.2 km of right bank canal from Mahakirula tank to Kaduruwewa.
- 20 km of feeder canal from Mahakithula to Mediyawa and relevant water conveyance structures for irrigation.
- A feeder canal from Mahakithula to Hakwatuna Oya.
Environmental Aspects -NWPCP
NWPCP is environmentally a highly sensitive project in the MWSIP. Since there is a sanctuary and forest reserves in the project area, the Project has attracted keen attention to various aspects of environmental safeguards.
MWSIP has been making extensive efforts to ensure the environment will be safeguarded while the project is being implemented. An Environmental Management Plan (EMP) has been prepared and has obtained the approval of the Central Environment Authority, Wayamba Environment Authority and ADB. MWSIP has also obtained the consent of the Forest Department and Department of Wildlife for the implementation of the project.
An “Environment Safeguard Unit” has been formed in the MWSIP for tracking the implementation activities according the EMP following the commencement of project construction activities.
Some studies are currently still on going to find possible options to address the human-elephant conflict in the project areas. Reforestation programs are scheduled to recover the forest coverage in the affected areas. Project Affected Persons (PAPs) can lodge any grievances regarding environmental issues related to the project. Grievances Redress Committees (GRCs) have been formed in the project area to hear any relevant complaints.

- Leaflet on the project was published and being disseminated
- Inauguration to launch the project by Excellency President will be held on mid of februay,2017
