Tender designs for all three major projects are prepared by the PMDSC. Both local and international expertises are used in the design process. The Independent Review Panel (IRP) attached to the PMU scans the designs to compare them with international standards. Designs are further developed according to the IRP’s comments if required prior to finalization. Bidding documents are also reviewed by the IRP prior to launching the bidding process.

Construction contracts for the MWSIP are tendered among national or international contactors, and winning contractors are selected through the government-approved competitive bidding process. Construction procedures are specified to national and international standards. Contractors are required by the specifications to follow the accepted standards and procedures for construction quality as well as complying with appropriate environmental and social standards. All construction is supervised by PIU and PMDSC at the field level.
