North Central Province Canal Project (NCPCP)
TBM of NCPCP
The NCPCP comprises two components. The first component is the construction of the Kalu Ganga-Moragahakanda Transfer Canal (including two tunnels) that will transfer water between the Kalu Ganga and Moragahakanda reservoirs. The second component is the construction of the NCP Canal that connects the Moragahakanda reservoir to the existing reservoirs Huruluwewa, Manankattiya, Eruwewa and Mahakanadarawa (including in total 28 km of tunnels). These reservoirs feed existing irrigation and water supply schemes.
The office of the NCPC Project Implementation Unit (PIU) is located near Dambulla. MWSIP’s estimate of the cost of the NCPCP is LKR 66,500 million.

Project Benefits
- Identified tanks in the project area (Huruluwewa, Manankattiya and Mahakandarawa tanks) will be fed continually.
- Target agricultural lands can be cultivated in both Yala & Maha seasons without interruption of water supplies.
- Access to safe drinking water will be improved.
- There will be a positive impact on the environment and for people in the area due to recharge of the groundwater table following water transfer through the newly constructed canal system.
- Employment opportunities during the project implementation period will be created for people in the surrounding areas.
Constructions(from South to North)
- 8.83 Km long Kalu Ganga-Moragahakanda Transfer Canal (including 7.9 km of tunnel).
- Tail race canal from power flow – 104 meters.
- Concrete lined open canal – 22.6 Km.
- Elevated flume (across natural stream – Heerati oya) – 331 meters.
- Level crossing reservoirs and transition – 4 km.
- Cut and covered conveyance – 10 km.
- Tunnel conveyance (TBM & DB) – 28.5 km.
- Establishment of a control centre for the North Central Province Canal.
Environmental Aspects - NCPCP
Close attention has been paid to environmental concerns from the early stages of the project planning process. Necessary environmental assessments and studies have been carried out within the feasibility studies of the NCPCP. Central Environmental Authority and ADB have granted approval and clearance for the project in respect of environmental safeguards. MWSIP has established the “Environment Safeguard Unit” within the Program to monitor the project’s alignment with the Environmental Management Plan from the start of implementation. Project Affected Persons (PAPs) can lodge any grievances regarding environmental issues related to the project. Grievances Redress Committees (GRCs) have been formed in the project area to hear any relevant complaints.

- 8km long KMTC is 98% Completed
- Two TBMs of NCPCP are operating smoothly, with nearly 12 km completed out of the total 28 km (2024.08.06)
- Implemented the Resettlement Implementation Plan (RIP) & completed 70%
- Identified Project Affected Persons (PAPs)/families
- Actively continuing Graveness Redress Committees(GRC) address the the PAPs’ graveness
- Aware the general public on MWSIP developments
- Raised the awareness among PAPs on possible impact
- Made aware the main stakeholders of the project
