Investment Program

The Mahaweli Water Security Investment Program (MWSIP) is a development program implemented by the Ministry of Irrigation under the Government of Sri Lanka (GOSL). The Ministry has established a Program Management Unit (PMU) with support from the Mahaweli Authority of Sri Lanka (MASL) and the Department of Irrigation (DOI) to execute the Program. The MWSIP is funded by the Asian Development Bank (ADB) under a multi-tranche financing facility. The cost of MWSIP is estimated at US$ 675 million. Finance assistance from the ADB and co-financiers is US$ 567 million and Government of Sri Lanka provides USD 108 million. The investment program is being implemented from 2015 to 2025.

Tunnel Breakthrough Achievement (T4)– NCPCP

A remarkable milestone was celebrated on 17th August 2025 at the North Central Province Canal Project (NCPCP).While most of the tunneling for this project is carried out using the advanced Tunnel Boring Machine (TBM), certain sections are constructed through the traditional drill-and-blast method.One such section, a 1.1 km tunnel from the northern side (Tunnel-4), successfully broke through and connected with the project’s main 28 km tunnel at the Northern Tunnel Shaft.

Tunnel Connecting Kalu Ganga and Moragahakanda Reservoirs Successfully Completed

The construction of the 7.8 km long tunnel, channeling water from the Kalu Ganga Reservoir to the Moragahakanda Reservoir has been completed, with the final observation test proving successful.

Kalugaga-Moraghakanda Transfer Canal Construction is in Final Stage

The Kalugaga-Moraghakanda Transfer Canal, a significant irrigation project in Sri Lanka, is nearing completion. Expected to be handed over to the nation by the end of 2024, this canal connects the Kalugaga Reservoir and the Moragahakanda Reservoir
